of life of neighborhood residents, businesses and institutions by:

2. upgrading infrastructure quality
3. advancing public safety
4. developing housing quality
5. enriching commercial nodes and corridors
6. supporting institutional uses and users


Community Heights Neighborhood Organization is a not-for-profit, community organization covering the area from 10th Street to 21st Street, Emerson Avenue to Arlington Avenue. All people in the area, owners or renters, are eligible and welcome for membership. The organization aims to improve the quality of the neighborhood. Community heights members meet once a month to discuss the potential for the neighborhood, address questions and concerns of of the residents and features guest speakers. CHNO has taken on many projects to help improve the quality and value of the neighborhood by featuring trash pickup days, canned food drives, a community garden and other activities that allow members of the community to get to know one another.


Membership is $10 per calendar year per adult. This money is used to help the community and pay for supplies needed in projects. Meetings are held the second Tuesday of every month at the Arlington Heights Baptist Church at 16th and Audubon at 7:00 p.m. The goal of the organization is working together to make the Eastside a better place to live, work, shop, and play.

- Yard sales will be held at residents’ houses.

- All participants are responsible for hosting their individual sale including set-up, pricing, clean-up, etc.

- No outside vendors be permitted to sell within the neighborhood.

- This event is free to all residents and is a benefit of living in Community Heights. The neighborhood is covering advertising costs and organization of this event. Shadeland Avenue Improvement

The Department of Public Works (DPW) has an infrastructure improvement project planned for the east side of Indianapolis. The Shadeland Avenue project is federally funded and will improve commuter and pedestrian safety from Brookville Road to 21st Street. Infrastructure improvements include road resurfacing and rehabilitation of 22 lane miles.

Construction is slated to begin July 2013.

PLEASANT RUN PARKWAY BRIDGE OVER PLEASANT RUN

The Indianapolis Department of Public Works is planning a bridge replacement project for Pleasant Run Parkway over Pleasant Run. The bridge was built in 1922 and has never been reconstructed or rehabilitated. Currently, the bridge deck and underside of the arch are severely deteriorated and reinforcement is exposed. The bridge also fails to meet safety criteria without approach guardrails. The bridge is in poor condition and in need of repair.

The project will replace the existing bridge with a single-span, concrete box beam structure with a reinforced concrete deck on reinforced concrete abutments. The new bridge and roadway will consist of three central 11-foot travel lanes, 5-foot exterior

bike lanes and a 6-inch tall, 5-foot raised sidewalk. The project will also add new concrete bridge railings.

Due to the narrow width of the existing roadway, closing the road during construction is necessary. The recommended detour route will be posted in advance of construction. Construction is slated to start the spring 2014.

BOLTON AVENUE OVER PLEASANT RUN PEDESTRIAN BRIDGE REPLACEMENT

The Indianapolis Department of Public Works is planning a bridge replacement project for Bolton Avenue over Pleasant Run. The bridge was built in 1928 and has never been reconstructed or rehabilitated. Currently, the bridge is in critical condition and open only to pedestrian traffic.

The project will replace the existing structure with a prefabricated pedestrian bridge. The new bridge walkway width will be 10 feet and new pedestrian handrails will be installed. The south abutment and

retaining walls will be replaced and debris and silt will be removed in the channel below. Overgrown trees and vegetation will be cleared within 10 feet of the structure.  Construction is slated to start the spring 2013.

I-74 and Southeastern ave SIgnal Imrpovments

The I-74 and Southeastern Ave intersection is historically very congested, often causing extensive backups and delays for motorists. The current design of the Southeastern Ave roadway and the entrance to I-74 will be revised in this traffic improvement project.

Today, westbound traffic from I-74 that traveling south to Southeastern Ave or Sheridan Ave has to pass though a stop sign at the Southeastern Ave/Sheridan Ave split. This stop sign causes back ups during peak hours along I-74, which has a substandard left turn lane. Oncoming traffic from the eastbound Southeastern Ave slip ramp does not stop and makes turning onto Southeastern Ave difficult and causes further delays.

As a part of this project, a new traffic signal will be installed at the intersection of I-74 at Southeastern Ave. The westbound left turn lane on I-74 will be extended to allow for greater storage and should reduce backups. The eastbound Southeastern Ave slip ramp will be removed and all eastbound traffic will travel through the new traffic signal. To account for the additional traffic routing through the signal, eastbound Southeastern Ave will receive a dedicated right turn lane for motorists wishing to continue on Southeastern Ave or to turn onto Sheridan Ave. In addition, the existing bike lanes on Southeastern will be extended up to Arlington Ave.

30TH STREET OVER POGUES RUN

The Indianapolis Department of Public Works is planning a bridge rehabilitation project for 30th Street over Pogues Run. The bridge was built in 1969 and has never been reconstructed or rehabilitated. Currently, the bridge deck and curbs display cracks, spalls and exposed reinforcement, while the approaches are cracked and rutted. The bridge is in poor condition and in need of repair.

The project will repair the existing bridge deck, concrete pedestals under the bridge and median. The bridge will be widened on the north side to accommodate a new 5-foot sidewalk. The current aluminum bridge railings will be replaced and standard concrete bridge railing transitions shall be constructed to reduce cost. The abutments and retaining walls will be repaired as needed and erosion pockets in the channel below will be addressed.

Due to the high volume of traffic and economic impact of a bridge closure, the bridge will remain open during rehabilitation. The project will be constructed in two phases with one lane of traffic in each direction open during construction. Construction is slated to start the spring 2013.

38TH STREET IMPROVEMENTS FROM POST ROAD TO MITTHOEFFER ROAD

The Department of Public Works (DPW) has an infrastructure improvements project planned for the east side of Indianapolis. The 38th Street project will improve commuter and pedestrian safety from Post Road to Mitthoeffer Road. Infrastructure improvements include street resurfacing, adding and repairing sidewalks and curbs, adding travel lanes and 50 ramps compliant with the American with Disabilities Act (ADA).

Construction is slated to begin September 2013.

I hope everyone has had a great start to the new year.  The garden season is fast approaching and we have created the 2013 garden application.  If you are interested in gardening with us in 2013 please complete the attached application.

This year we will continue with a discount for those who are interested in more than one plot.  The raised beds are $20 for the first plot and $5 for an additional 2 plots.  The ground plots are $15 for the first plot and $5 for an additional 2 plots.

Dan embodies the type of person we all strive to emulate at CHNO as a community – someone who is passionate about our neighborhood and the greater Eastside; someone who is proud to live here and invested in our past, present and future; someone who greets everyone with a smile and goes the extra mile to keep us all informed of issues that really matter to CHNO residents.  Dan follows through on his commitments and truly is our neighbor.

 Jason goes far beyond just delivering our mail each day.  He takes care of elderly residents (mowing, shoveling, delivering groceries) and ill residents.  He also holds mail for people who are out of town.  He knows most residents by name and always stops to have a conversation and make sure all is well when he sees you.  He’s such a part of the neighborhood that it took me months to figure out he didn’t also live here when I first moved in.  Jason also keeps an eye on us for safety and knows when something isn’t right.  He always goes the extra mile and always has a smile for everyone!

As part of Keep Indianapolis Beautiful’s October Great Indy Cleanup, we
are partnering with our sister neighborhoods to spruce up and add
plants to our neighborhood gateway
at 10th Steet and Emerson Ave. The
day will be filled with activites to
make our neighborhood look its best, including picking up
litter along the major Community Heights corridors.
